Security awareness training costs money, takes employee time, and must demonstrate return on investment. Without metrics, training programs become compliance checkboxes rather than behavior-change initiatives. Effective measurement identifies what is working, what is not, and where to focus resources for maximum risk reduction.

Primary Metrics

Phishing simulation click rate. The percentage of employees who click on simulated phishing emails. Track this monthly and trend over time by department, role, and seniority. A healthy program shows consistent decline from baseline (typically 20-30 percent) toward 2-5 percent. Spikes after holidays or during busy periods are normal and highlight when additional reinforcement is needed.

Phishing report rate. The percentage of employees who actively report simulated phishing emails through the reporting button. This is arguably more important than click rate because it measures proactive defense. A reported phishing email alerts the security team to threats that may target other employees. Target a report rate that exceeds the click rate.

Report-to-click ratio. Divide the report rate by the click rate. A ratio above 1.0 means more people report than click, indicating a mature security culture. Organizations with strong programs achieve ratios of 3:1 to 10:1.

Time to report. How quickly do employees report suspicious emails? Faster reporting enables faster organizational response. Track median time from email delivery to first report.

Training completion rate. Percentage of employees who complete assigned training modules on time. Low completion rates indicate either scheduling conflicts, lack of management support, or content that employees find irrelevant.

Secondary Metrics

Repeat clicker rate. What percentage of employees click on multiple simulated phishing campaigns? Repeat clickers represent the highest-risk individuals and may need additional training, one-on-one coaching, or access restrictions.

Helpdesk security tickets. Track the number of security-related tickets submitted to the helpdesk (password resets after suspected compromise, reports of suspicious calls, USB drive inquiries). An increase indicates heightened awareness.

Real incident correlation. Compare simulated phishing performance with actual security incidents. Do departments with higher click rates experience more real incidents? This correlation validates the simulation program’s relevance.

Reporting and Benchmarking

Internal reporting. Present metrics to leadership monthly or quarterly. Frame them in risk terms: “Our phishing resilience has improved 60 percent, reducing the probability of a successful phishing attack.” Use trend lines rather than single data points.

Industry benchmarking. Compare your metrics against industry benchmarks provided by your simulation platform. This contextualizes your numbers: a 5 percent click rate is excellent for a 500-person company but may be average for a security-focused enterprise.

Avoiding Metrics Pitfalls

Do not optimize for metrics at the expense of actual security improvement. A program that sends increasingly easy simulated phishing emails to achieve low click rates is gaming the metric rather than building genuine resilience. Similarly, a 100 percent training completion rate achieved through annual compliance checkboxes does not indicate that employees can actually recognize threats.

Use multiple metrics together to paint an accurate picture. A program with low click rates, high report rates, fast report times, low repeat clicker rates, and declining real security incidents is genuinely effective. A program with low click rates but also low report rates and no decline in real incidents may be measuring the wrong things.

Regularly calibrate simulation difficulty against real-world threats. If your simulated phishing campaigns are significantly less sophisticated than actual threats your organization receives, the metrics are not reflective of real risk.

The ultimate measure of awareness program effectiveness is its impact on real security outcomes. If your organization experiences fewer phishing-related incidents, faster threat reporting, and lower breach costs over time, the program is working regardless of what simulation metrics show.
