Surveillance capitalism, a term coined by Harvard professor Shoshana Zuboff, describes the economic system in which personal data is extracted from human experience, analyzed using machine learning, and converted into predictions about future behavior. These behavioral predictions are sold to businesses that use them to influence your actions through targeted advertising, personalized pricing, and persuasive design. Your attention, behavior, and data are the raw materials; prediction products are the output; advertisers are the customers.
How the Machine Works
Data extraction. Every interaction with a digital service generates data: searches, clicks, scroll patterns, pauses, purchases, location movements, social connections, communication patterns, and even facial expressions detected by cameras. Smart devices in homes capture voice data, activity patterns, and environmental conditions. Connected vehicles track driving behavior, location, and passenger habits.
Behavioral surplus. Companies collect far more data than needed to improve their services. This excess, what Zuboff calls “behavioral surplus,” is the raw material for prediction products. Google’s search engine needs your query to return results, but it also captures your location, device, time of day, search history, and click patterns, data that improves ad targeting rather than search quality.
Prediction products. Machine learning models process behavioral surplus to predict what you will buy, click, watch, believe, and do. These predictions are sold in real-time advertising auctions. Advertisers bid for the attention of specific individuals based on predicted behavior, not just demographics.
Behavioral modification. The most advanced stage goes beyond prediction to actively shaping behavior. Notification timing, content recommendations, social comparison features, and variable reward schedules are designed to maximize engagement. When these techniques succeed, they do not just predict behavior; they modify it.
Real-World Consequences
Manipulation at scale. Cambridge Analytica used Facebook data from 87 million users to build psychological profiles for political advertising. While the electoral impact is debated, the capability for large-scale behavioral manipulation was clearly demonstrated.
Discrimination. Algorithmic systems trained on biased data reproduce and amplify discrimination in housing, lending, hiring, and criminal justice. Targeted advertising can exclude protected groups from seeing job or housing listings.
Erosion of autonomy. When systems know enough about your behavior to predict and influence your choices, the concept of free choice becomes complicated. Recommendation algorithms that keep you watching, scrolling, or buying are not neutral; they serve the platform’s commercial interests.

The Collective Action Problem
Individual privacy protection is important but insufficient. When billions of people are tracked, the few who opt out remain identifiable through their relationships with tracked individuals. Your non-Facebook-using friend is still partially profiled through the contact lists, photos, and interactions of their Facebook-using friends.
This collective action problem means that meaningful privacy protection requires structural change through regulation, not just individual tool adoption. Privacy legislation like GDPR represents this structural approach: rather than asking individuals to protect themselves, it places obligations on the organizations collecting data.
Supporting privacy legislation, choosing products from privacy-respecting companies, and demanding transparency from services you use are actions that contribute to systemic change. Individual privacy tools protect you; collective action protects everyone.
Education as Resistance
Understanding how surveillance capitalism works is itself a form of resistance. When you recognize that the goal of a notification is to maximize your engagement, not serve your interests, you can make more deliberate choices about your attention. When you understand that a service is “free” because your data is the product, you can evaluate whether the trade-off is worthwhile.
Media literacy that includes understanding of data economics and attention exploitation should be part of education at every level. Teaching the next generation to critically evaluate digital services and their incentive structures builds long-term resilience against the manipulative aspects of surveillance capitalism.
